He spent his career in government and the military including active duty with the US Army and 30 years as a US Army Reservist.He started his civilian career as an analyst for the CIA and returned to California to work for the CA State Dept of Justice. His last state position was Director of the State Office of Emergency Services under the Deukmejian administration.
Returning to Federal Service, he was appointed Region IX Director of FEMA under the GH Bush administration. His final position was with the Senior Executive Service as the Director of Emergency Transportation under Secretary of Transportation Norman Mineta. Bill always strived for excellence and sought to bring more to his public service than he received.
